My sincere condolences to the Boardman Family. I started working at Amtrak during Mr. Boardman's time in his office of Communications, and always enjoyed when he walked the halls to say hello. I especially remember his navy sweater vest and smile when he came to ask how you were doing. I relied on his leadership for comfort during the crash of Train 188, and I felt proud of the work we did in the aftermath of that because of his integrity, transparency, and love for his passengers and employees. He was a man with such heart. I have added his name to the Requiem Masses for the Dead at Saint Alphonsus Church in Baltimore, Maryland and will be keeping him in my prayers and Rosaries. We were so sorry to hear of Joe’s passing, having grown up in the town of Lee area, my first recollection of Joe was at the one room schoolhouse in Lee. We would see each other off and on the next few years but never really connected much until he returned from his Air Force service in 1970. I do not recall how we got together again but we became close friends. I particularly remember some hair raising drives in his red Falcon. Joe also became friends with my future wife and while driving her to the church for our wedding he pulled the car over and said “let’s make him a little nervous “ before driving on a few minutes later. The following years were busy times and Joe would stop for a visit occasionally at our house or we would get together with him and Joanne. Although we moved away from NY we kept in touch thru family and friends. We wish to express our deepest sympathies to Joanne and the entire family. Keith and Nancy Ferguson

I watched and learned alot from Joe. He would set goals and achieve them, Joe was certainly a great role model. He loved his family so very much. I worked with Joe when he was the Manager of Broome County (B.C. Transit) in the 1980's. Our paths would cross now and again when he would visit an airport terminal where I was working (Elmira, usually!) He had no idea I had gone to work for the FAA after he and I both left Broome County so it was always a surprise to see him. To the Boardman Family - please accept my sincere condolences. Joe was a good man, and he will be missed. I will forever remember his guidance in the early stages of my career.

After returning from his tour in Vietnam, Joe was stationed briefly at Altus AFB in Oklahoma. I Arrived there shortly after and soon learned that there was another guy, (Joe) from Rome, NY on the second floor. I went up to introduce myself and was greeted by a guy with a big grin and his right leg in a full cast. I thought he was a war casualty but he said no, I broke it snowmobiling when I was home on leave. We hit it off right from that point and I offered to chauffeur him around. Nope. "I'll drive" and so he did. Try to picture him at 20 with a full right leg cast slung over the console into the passenger compartment, his right hand operating the four speed shifter AND the steering wheel, his left foot operating the accelerator and the brake, and his left hand holding a cane to operate the clutch! I will always remember the fun times we had cruising around in "Old Thunder" at Altus,AFB, and the visits later at the V.I.P. Bus office in Rome. To Joanne, and the whole Boardman family, we have never met, but please accept my sincere condolences. on your loss. Had pleasure of meeting and gradually having evening conversations with Joe and even sometimes Joanne in Union Station over a few years. He will be remembered as a Transportation leader. Passenger Railroad Champion and a great example of a Public Servant. His character showed through during the hearings for the 188 when he broke down. Passion, commitment and heart just a few things that came to mind that day. Sorry he was unable to enjoy retirement after so many years of continuous service. Hope he enjoys his final rest day, no spike involved. All Aboard Joe as you board the West Bound. I will always remember the day I met Mr. Boardman. I had 3 full carts of bags to load onto train #5 and [as a small framed woman] I admittedly was struggling to lift the 75lb bags while 3 managers stood train side watching and waiting for our President to detrain. Suddenly I see this man [who is wearing blue jeans and a t-shirt] jump on my baggage cart & immediately start grabbing a heavy bag. At first I thought he was a passenger just trying to help me as I panicked saying to him "oh no sir, please get off the cart, you're not allowed on here, you're going to get me into trouble and my bosses are standing right there"- then showed me his AMTRAK badge as he said "I'm an employee and trust me, you will not get into any trouble" . RIP Joe

When I was the Chief Engineer at the New York State Thruway Authority and Joe Boardman was the Commissioner of the New York State Department of Transportation, Joe and I occasionally worked together. To Joanne and the Boardman family: My heartfelt condolences to you on Joe’s sudden passing. For many years I served on his executive team at the New York State Department of Transportation. Joe was an inspirational leader, the kind you looked up to and tried to emulate. Consistently sound in policy and uniquely committed to the wellbeing and success of every employee in the organization. Always trying to improve the Agency’s organizational structure and procedures, his transformational quest for improved performance and service to it’s customers challenged traditional approaches. His bold style and thinking led Governor Pataki to once remark at a cabinet meeting “There’s my renegade Commissioner” His passion for excellence drew no quarter and he welcomed change like a pair of his favorite oversized shoes. Joe truly led from the trenches and one could only admire his clear articulation of the issues at hand, spun with his classic home town humor and style. A style that once had him tell me I looked like a “stickman in a forest fire”. Joe’s love of public service and his devotion to adding value for the taxpayers was only exceeded by his love for his family and his God. Joe once said to me in his fatherly way ”Life’s an unfinished business ”. While his life was cut tragically short, he finished more business for the benefit of the people then most. If there was a national civil service hall of fame, Joe Boardman would be a unanimous inductee. Rest in Peace Boss. Brian Rowback

I met Joe in Ithaca NY when he flew under a telephone wire and landed nearby. I introduced him to my roommates which includied his future wife Joey. He was one of a kind. He was a big hugger and just a very special friend. The last time I visited he and Joey in Washington he had not changed a bit. I really enjoyed working with Joe and our SCORT meetings. I did talk to him when he was at AMTRAK and after he retired. Joe and I were having breakfast at a meeting in Colorado Springs on 9-11 when his staff came and told him to go and look at the news. That was when the planes hit the towers in New York. We all had to leave and drive back home. I will always remember that day and being with him. He was a great leader. I was sorry to learn about his passing and will pray for the family. Joe and i worked together at Broome Count from 1982 to 1987. He was one of the most dedicated public servants i ever met.
We did negotiations together and arbitrations w a difficult union.
I just discovered his passing. I hope the family is doing well.
